Advise the Government of Punjab on health-sector reform and scheme design, reporting through the Member to the Vice-Chairperson, with oversight of monitoring across 264 public hospitals.
- Cut hospital payment pendency from ₹100 crore to ₹30 crore, with a 15-day turnaround on claims
- Structured public–private partnerships delivering PET-CT at 4 sites and MRI/CT at 63 locations
- Arranged funding for free cochlear implants at 4 medical colleges
- Raised essential drug list (EDL) availability from 75% to 92% through four rounds of statewide patient-feedback monitoring and inventory tracking of over ₹200 crore of drug procurement, alongside improvements in cleanliness and basic amenities
Short-Term Consultant, Haryana Clean Air for Sustainable Development
Engaged by the World Bank's New Delhi office to provide public-finance inputs for a large state clean-air operation.
- Contributed the public expenditure review and the green budget-tagging methodology for the Program Appraisal Document of the Haryana Clean Air Project (US$300 million equivalent)
- Operation reached appraisal; an MoU was signed with the Government of Haryana
Lead, Monitoring and Evaluation
Designed Haryana's SDG monitoring architecture and budget–SDG alignment system, within a joint Government of Haryana–UNDP arrangement at the Swarna Jayanti Haryana Institute for Fiscal Management, Panchkula, reporting to UNDP's North Region Head.
- Mapped the state budget to the SDGs scheme by scheme and authored the SDG Budget Alignment Reports, agreed with each department through pre-budget consultations
- Alignment raised from 29% to 91% (2021-22 to 2024-25); figures cited in the Chief Minister's annual budget speech
- Produced four editions of the Haryana SDG District Index, the first two launched by the Chief Minister, and the Haryana SDG Index 2020-21
- Built the State and District Indicator Frameworks, aligned to the National Indicator Framework
- Architected the Output-Outcome Monitoring Framework, released with the state budget every year since 2022
- Designed the District Good Governance Index: 11 sectors and 67 citizen-centric indicators
- Supported the Haryana SDG Dashboard and dashboard-driven governance reviews; officials from Jammu & Kashmir and Tamil Nadu visited to study the method
Manager, Monitoring and Evaluation
Led a team of 25 monitoring Ayushman Bharat in Punjab, covering 45 lakh families and more than 800 empanelled hospitals, plus state-level COVID-19 data operations and programme coordination.
- Led IT and data work for the Ghar Ghar Nigrani COVID-19 house-to-house survey, which identified 1.65 crore people aged 30+ for screening and treatment referral
- Introduced analytics-led fraud controls that strengthened the integrity of Ayushman Bharat claims
- Deduplicated beneficiary records across departments, giving the state an accurate picture of insurance coverage
- Gave leadership near real-time Power BI dashboards on hospital utilisation and empanelment
Consultant, Health Informatics
State-level lead for health informatics across Punjab's 23 districts: set data standards, built the state's health platforms and supervised more than 250 district data staff, with input into their annual appraisals.
- Mapped all ultrasound scan centres in Punjab on a GIS platform; the analysis was used to target PC-PNDT enforcement against illegal sex determination
- Built the Drug De-Addiction (OOAT) patient management platform, launched in 2017 and adopted across public and private de-addiction clinics
- Built the NVBDCP vector-borne disease surveillance portal with GIS hotspot mapping, launched by the WHO Country Representative in February 2021
- Built Dengue Free Punjab and the Health Facility GIS Mapping platform
- Delivered the cancer awareness and early detection survey, covering 2.70 crore of Punjab's 2.77 crore population
