I'm Monitoring and Evaluation expert with vast experience in Health, Sustainable Development Goals, Data Analysis, and Information Technology. I have worked extensively in both government and international private sectors to plan, implement, monitor, and evaluate large-scale projects.
I am currently serving as the Joint Advisor Health in Punjab Development Commission, Government of Punjab. I am leading health policy development, aligning programs with Punjab’s development goals while advising on evidence-based interventions and innovative healthcare models. Coordinating with government bodies, NGOs, and stakeholders to drive collaborative initiatives and ensure effective implementation. Oversaw health program execution, monitoring, and impact assessment, and promoting data-driven decision-making and policy reforms along with budgeting, resource allocation, and donor coordination to optimize healthcare investments. I am advocating digital health solutions, including telemedicine and e-health systems, while strengthening the healthcare workforce through targeted capacity-building initiatives.
I worked as Lead Monitoring and Evaluation expert in the United Nations Development Programme India posted with State Government of Haryana towards the adaptability, monitoring, and evaluation of Sustainable Development Goals in various departments of the State. My expertise lies in developing strong monitoring and evaluation tools based on the mapping of department schemes with Indicator Frameworks to measure progress towards the achievement of Sustainable Development Goals. I have also prepared Tableau and PowerBI-based Budget and Performance measuring data analytical tools and published district index with ranking of districts and key concerned areas. I am currently working on the development of IT based evidence-driven inter-departmental convergence cum planning tool for effective monitoring, budget allocation, and utilization.
Prior to this, I served as a Manager Monitoring and Evaluation with the State Health Agency Punjab. I managed the implementation, monitoring, and evaluation of the state-specific health insurance scheme named as Ayushmann Bharat. I also looked after the management of COVID-19 cases with beginning from international passengers tracking to treatment of patients, sample tracking, health infrastructure management, etc. I liaised with other state departments for the management of COVID-19, Drug De-addiction program, state health insurance scheme, and other IT related matters of the department. Additionally, I developed a mobile app and conducted population-based surveys on COVID-19 awareness and early detection of symptomatic cases for 30 and above population of the state of Punjab.
I also served as a Consultant Health Informatics with the National Health Mission Punjab. I managed and looked after the work of data analysis, health program planning, monitoring and evaluation tool development, Information Technology implementation, development, and management. I developed state department websites, various IT-based tools and dashboards for the collection, compilation, monitoring of health schemes, patient-centric treatment management systems, etc. I also conducted population-based large-scale surveys on Cancer Awareness and Early detection and developed tools for survey data collection and analysis.
I started my career as a District Monitoring and Evaluation Officer with the National Rural Health Mission Punjab. I managed and looked after the work of data collection, compilation, analysis, program monitoring at the District Gurdaspur, Punjab, India. Additionally, I developed reporting formats for data collection, monitoring and evaluation tools in excel for effective monitoring.
I'm an experienced lecturer with experience in teaching mathematics, statistics, operation research, and numerical analysis. I holds a Post Graduate Diploma in Statistics, a Post Graduate Diploma in International Business, a Master of Philosophy in Mathematics, a Post Graduate Diploma in Computer Science, a Master of Science in Mathematics, a Bachelor of Science (Non-Medical), and a Bachelor of Science (Information Technology).
I am expert in large-scale population-based surveys and health screening for Cancer and COVID. I have expertise in patient management systems designing and implementation, mobile-based data collection tools development, and in-depth knowledge of various state/national schemes implementation at the grass-root level. I have also developed Tableau and PowerBI-based data analytical tools along with fraud detection mechanisms for strong monitoring and evaluation of the scheme. I have also managed the Universal Health Coverage pilot in the state with development of IT-based solution through Reliance Jio under CSR.
